| PIOJ WELCOMES NEW DIRECTOR GENERAL | | 26/07/10 |  Dr. Gladstone Hutchinson served the Government of Jamaica as a resident Economic Advisor and Economic Consultant in the Ministry of Finance and Planning (1996-2001) where he spearheaded the Government of Jamaica’s formal introduction into the international capital markets. Subsequent to his residency status as Dean of Studies, Economics and Business at the State University of New York (SUNY) in Oneonta, USA he remained involved as a consultant on issues of public finance, global capital markets and economic development and reform.
Dr. Hutchinson has been at the frontier of issues related to applied public policy. While he is accomplished in academia, research and publication, he has also excelled in his innovations in public/private partnerships for growth and in creating enabling environments for communities/stakeholders to “own” their development. His excellence has been his ability to realize these outcomes both within the US and overseas, attesting to the adaptability of his method and approach. These results have been essentially anchored in his expertise in macroeconomics and public financial management. He combines this with a unique ability to motivate, mentor and build effective teams across sometimes unlikely stakeholders. Dr. Hutchinson is highly organized and pushes himself to achieve the highest standards. Ironically, his weakness, if it can be described as one, may be that in setting very high standards and expectations for his team, he expects like-minded commitment to the tasks at hand.
Dr. Hutchinson has, as part of his varied accomplishments at SUNY, restructured the first year experience at SUNY into a year long programme, modernized and refocused academic advising as a component of the college’s strategic plan and has a wealth of experience in public scholarship. His scholastic works include academic articles, policy reports etc., which are available in the Wesley Hughes Documentation Centre.
His academic training is in Economics with areas of specialization in Public Sector Economics, Development Economics and International Macroeconomics. His awards include a Wye Faculty Fellowship by the Aspen Institute and the Association of American Colleges and Universities (AAC&U). As a contributor to community participation he was the architect of the Government of Jamaica’s inaugural global capital market bond which resulted in Jamaica being rated as the best global financial markets deal for 1997. He also served as co-chair for a fundraiser to build a press box at the soccer stadium at SUNY Oneonta which was dedicated in fall 2003.
